Forest Product Facilities Projects

Air Quality PSD Review/Title V Permit, Draft Mill - A paper corporation planned to double the pulping capacity of its draft mill in Cloquet, Minnesota to a maximum of 465,000 tons/year of bleached pulp. The expansion was required to undergo an air quality PSD review and the Minnesota state environmental impact reporting procedures. ENSR performed the full range of multi-media environmental impact analyses to support the environmental impact reporting process. Air quality analyses included assessment of air quality related values, odor impact analyses, and human health risk assessment. ENSR also prepared a Title V operating permit application for this facility.

Comprehensive Environmental Permits, Oriented Strandboard Mill - ENSR was selected to provide comprehensive environmental permitting support for an oriented strandboard (OSB) mill at a greenfield site in West Virginia. The work included site selection studies, air quality permitting, Corps of Engineers 404 permit, NPDES permit, storm water permit, Spill Prevention Control and Countermeasure (SPCC) plans, cultural resources surveys, and support for other construction permit requirements. ENSR conducted wetland delineations that identified facility impacts and also developed a wetlands mitigation plan at Burnsville Lake, WV, to offset impacts. ENSR developed a fast-track permitting strategy and worked with the West Virginia Department of Environmental Protection staff to meet their requirements and prepare pre-application materials that supported the application. ENSR also assisted in developing an unique emission control strategy for press vent exhaust gases, which were routed as make-up air to the energy cells. This approach eliminated the need for additional controls on the press vent system and led to obtaining a minor source air quality construction permit within 4 months of the date of application submittal. ENSR also conducted ambient monitoring for ozone at the site and prepared a Title V operating permit application for the facility. Following permit approvals, ENSR supported the project by facilitating permit revisions as project designs changed during the construction and startup phases.
