Manufacturing and Industrial Facilities Projects

Referred to as the largest industrial project in the U.S. during the 1996-1997 (Dayton Daily News), this $1.1 billion rolled steel market mill was to be located in either Ohio or Indiana. The facility included acid pickling, annealing, rolling, tempering, and galvanizing operations. Because facility and project development was on an accelerated schedule, ENSR consultants ensured fast-track multi-media site assessment and environmental permitting.

The Indiana site was eventually selected for construction and the facility was built and operational months ahead of schedule. ENSR provided the following environmental permitting and compliance services:

  • Developed a plan for potential permitting and site assessment activities, including tasks, schedules, and associated costs.
  • Performed environmental due diligence for three sites and asbestos surveys for the project site, as well as screening several additional sites for environmental fatal flaws prior to site selection.
  • Prepared PSD pre-construction permit applications for two candidate sites, including emissions inventories, BACT analysis, and air quality modeling, and provided support to the client in negotiating with regulatory agencies through receipt of the PSD pre-construction permit.
  • Performed wetlands delineation for two sites, including interface with two COE districts.
  • Developed the COE Section 404 permit application for the primary site, including interface with reviewing agencies (U.S. Fish and Wildlife Service, State Historic Preservation Office, and state regulators) resulting in successful receipt of the COE permit and 401 water quality certification.
  • Developed conceptual detailed wetland mitigation plans for the project site.
  • Performed Phase I and II archaeological and historic property surveys for the project site.
  • Performed assessments of water quality/permitting issues for two sites, providing technical assistance/evaluations to support the client’s development of NPDES construction and discharge permit applications for discharge to the Ohio River.
  • Developed an erosion control plan and storm water permit application for the project site.
  • Assessed waste generation/management options for the facility as a basis for planning appropriate on- and off-site waste management.
