Environmental Assessments and Environmental Impact Statements (EA/EIS)
The need for a comprehensive assessment of a project's environmental impacts may be triggered at the federal, state, provincial, or local level.
ENSR has prepared numerous environmental assessments (EA), environmental impact statements (EIS), and other studies mandated under the 1969 National Environmental Policy Act (NEPA). Our long involvement with NEPA projects has given us the advantage of active participation in the evolution of the NEPA process and the procedures of Federal agencies, such as the Bureau of Land Management (BLM), Forest Service, Department of Energy, Bureau of Reclamation, Federal Aviation Administration, and U.S. Army Corps of Engineers.
ENSR offers particular strength in the preparation of third-party EIS, a highly successful concept implemented by agencies, including the BLM and the Forest Service. ENSR has prepared 60 EIS EAs under formal third-party agreements, 32 EIS EA under direct contract with lead agencies, and many other NEPA documents in support of permit applicants. ENSR's experience includes projects involving multiple, complex components and numerous regulatory jurisdictions.
Specific activities conducted by ENSR in preparation of both direct contract and third-party EISs include the following:
- Preparation of public scoping documents;
- Participation in public scoping and interagency meetings;
- Preparation of scoping summaries and EIS study plans;
- Literature reviews and collection of existing data;
- Design and implementation of baseline studies;
- Impact analysis;
- Cumulative impact assessment;
- Participation in interdisciplinary team meetings to evaluate alternatives and mitigation measures;
- Organization and assistance to the lead agency in holding public hearings on the Draft EIS;
- Review and evaluation of, and preparation of responses to, public and agency comments on the Draft EIS;
- Preparation, publication, and mailing of the Draft and Final EISs.
