Under Section 112(r) of the Clean Air Act, a facility that stores or handles certain quantities of regulated acutely toxic and flammable substances must develop a risk management program comprising several interrelated elements, including a process hazards analysis, an off-site hazards assessment, an accidental release prevention program, and emergency response program. ENSR helps facilities develop and evaluate the effectiveness of their risk management programs and communicate with the public through their Risk Management Plans.
Our process and safety engineers have helped facilities change the design and modify procedures to reduce the potential and severity of accidents and their consequences. ENSR specialists in consequence modeling have helped facilities accurately characterize off-site risk and our emergency response specialists have helped facilities develop effective protective action plans. Following submittal of their Risk Management Plans to EPA, client companies rely on ENSR experts for independent audits of risk management programs, participation in public forums, and representing their interests in meetings with local agencies.

Existing facilities were required to submit their Risk Management Plans to EPA in June 1999 and must update them at least every five years and conduct periodic audits. New facilities must submit their plans before a regulated substance can be brought on-site. EPA provides public access to the plans via the internet.
Risk Management Planning Project:
For an international corporation, ENSR developed a comprehensive air toxics compliance and risk management planning manual using the contributions of technical experts in toxicology, modeling, permitting, and control technology.
Working jointly with the client's task force, ENSR also established public health-risk benchmark levels, PC-based modeling methods and a multi-tiered evaluation procedure. The manual has been used for seven years, enabling facilities to meet or exceed all regulatory and corporate requirements cost-effectively.
